Overview of Custodial Deaths in Rajasthan
A recent Rajasthan government report has revealed 20 deaths in police lock-ups between August 2023 and August 2025. The fatalities include 12 due to health-related issues, such as heart attacks, and six suicides. One death occurred after a detainee fell into a well while attempting to escape, and one case remains disputed.
The report, submitted in response to Congress MLA Rafeek Khan’s query, indicates recurring patterns such as chest pain during questioning, heat stroke on hot days, abdominal pain, and suicides inside cells.
Notable Cases Highlight Procedural Lapses
One significant incident in Beawar’s Jaitaran involved a detainee who hanged himself using a blanket in the lock-up. The report questions why such items were accessible, as standard operating procedures (SOPs) prohibit leaving items that can be misused by detainees.
Despite these incidents, investigations have largely cleared police personnel. Out of the 20 cases, 13 are still under inquiry, and none of the seven completed investigations found police officers at fault. Most deaths were recorded as natural causes or suicides.
Minor Disciplinary Actions for Negligence

Supreme Court Takes Suo Motu Notice
The Supreme Court has taken suo motu cognizance of media reports on custodial deaths. The Court plans to review compliance with earlier directives requiring CCTV cameras in all police stations.
Officials confirmed that DGP Rajeev Kumar Sharma has emphasized zero tolerance for custodial deaths and mandated strict enforcement of preventive measures across the state.
